1. Open to a female student graduating from a Cowichan Valley Secondary School who excels in the visual or performing arts and who is seriously intending to pursue further studies in one or more of these disciplines.
2. P.E.O. Sisterhood will select the recipient on the basis of all around academic performance as well as proficiency in the fine arts.
3. Award will be paid to the recipient upon confirmation of her acceptance and attendance at a recognized post-secondary educational institution within 18 months of receiving the award.
